Yeah but thats already in the budget, it seems like this dude is saying funding is needed to provide things that schools already provide.
I do think, if done right, there could be a facility that can be put in poor areas that would be extremely beneficial. A place kids and teenagers can go where there are people there who can help with homework, introduce them to new things. Something that will discourage from joining gangs. Its not going to stop them all, but it would just end up being something where there will be a lot of mismanaged funds going on where only the bare minimum is provided because there will be the types like Gary Chambers who pretend to want to help his community because he sees an opportunity to where he would have access to a budget that he will end up dipping his hands into.
