Not going to say that they had to be there a while before this but they had to have intimate knowledge of any patrols, as well as access points and egress points for each attack. Needed to have the layout of the theater to plan their hostage scenario as well and enough time to acquire weapons. And give maybe one or two dry runs. I would also look back over the past few months to any false emergency calls in those same areas so they could time reaction of emergency responders.
