Supposedly, when the US annexed Spanish Florida, there was a plan to make the Florida Panhandle part of Alabama. Of course that didn’t happen.

The government used to work on Christmas Day, was seen as a England or the kings holiday. Wasn’t always how it is now.

I'm no lawyer but I would think every state has civil law and criminal law. La. is the only state with a code-based statutory system(Napoleonic code) which provides a stable frame of reference. Every other state uses case law which is highly fluid. OT lawyers have at me
