Second arrest made today:
RAYNE, La. — The Rayne Police Department have made a second arrest Friday in connection with the May 16 homicide of a 17-year-old.
According to RPD, Robert Allen Moreno, 41 of Carmel Dale Lane in Houston was arrested for one count of Second-Degree Murder.

How is it that the Rayne PD makes this arrest today but he is a houston resident? Has he been local since the murder? Im not an expert on jurisdictions and who gets credit for arrests with out of state agencies helping.

That's sad that two grown men were connected in a murder of a 17 year because of road rage.
I am only assuming, but I can't imagine the 17 year old was a threat to the two men.
This is a serious question. Are there certain jobs on an oil rig that attract certain types of people? I remember the dude who killed that Shunick girl (and a few other people) worked on a rig and it seems like there have been other murders in which the murdered worked on a rig.
Does it make people crazy staying out there for 2 weeks at a time?

Yeah it's so wild that one of the most common local industries would have a few murderers out of the millions of workers. Crazy stuff.

Yes. Some have work release programs. Delmar used to hire excons and catering crews consist of alot.

2 weeks? No, but after a month it's tough. Longest I stayed out was 3 months and I was useless way before it got to that point. I was working with great people because if there was any bad vibes I would have got sent home long before that. I was just a ticking time bomb.

First of all, and most importantly, if these folks are guilty, then to borrow from the movie Superbad, I hope they get “fricked by the long dick of the law.”
That said, I read the article posted on the last page, and it was contradictory. (Important note: I read only the brief article and did not search for the actual ruling.) The reporter states that he was “let off” on a “technicality.” But then a few paragraphs later, the reporter writes:
Going strictly off of the reporter’s own words, that is no mere technicality but rather the violation of a basic right of the criminally accused. In drafting the U.S. Constitution, the Founding Fathers sought to prevent those atrocities inflicted upon the accused in secret courts such as the Star Chamber. Thanks to their efforts, we all have a right to confront those who testify against us (with some exceptions), whether it’s a cop who wrote a speeding ticket or a person who says they witnessed someone commit a murder.
This appears to be a smaller news organization, and I typically give them the benefit of the doubt (unlike larger news organizations). So instead of accusing them of attempting to profit off of sensationalism and exaggeration, I’ll just assume they are woefully ignorant of the basics of our criminal justice system. Not much better, but with the latter there’s no evil intent, at least.
There are so many reasons to criticize this profession—no need to cast aspersions that aren’t deserved.
