That is because the quote was from the interim supt. He does not have the authority to charge her with Jack Squat.

Yea, he is likely trying to scare her into not suing the school.

Scruffy hopes she drops the hammer on the school and this kid gets burned at the metaphorical stake.

I do think how and where they're stored and how easily accessible they are certainly important factors.

Separately from policies/legalities, I just don't get how a teacher could be that dumb/naive to be a teacher of a-hole teenagers who leaves her phone unattended and not locked(assuming).
