Tattoo of Nude Woman - Wal Mart

At Wally World today and saw this guy with a huge fully exposed tattoo of a 1/2 nude woman, including both honkers and detailed nips on his bicep. It had to be at least 10 inches high. His shirt was sleeveless and the ink-boobs were displayed in their full splendor for all to see.
Legal or illegal? If the same image was worn on a t-shirt, would the same law apply? How about images of Ms. Taco or Mr. Johnson? My grandkids should not have to be exposed to that stuff, IMHO.
