It’s cut and dried, Ticket office (which isn’t TAF btw) isn’t killing the old tickets electronically and reissuing new ones, you have no other recourse.

According to OP, if there is a long time account holder John Hebert, every single John Hebert in the state can just walk up and claim his tickets.
The mother connection only plays a role in scumbag even being aware of the account/tickets in the first place.

Another thing I just thought about. Could this have been on accident with the names being the same?
Stepdad calls or goes to ticket office to pay for his seats. Gives the kid his name and they pull up the wrong account and apply the payment there.
Meaning your stepdads actual tickets went unpaid.
This seems more likely since your dad’s account information is still intact. If stepdad was truly trying to take over he would have changed email and addresses to lock dad out.
Unless the mom never changed her name back and the new husband took her last name. But obviously that sounds pretty absurd

Now the OP is saying it wasn’t done in person. So stepdad & mom had dad’s login information.
The only other plausible scenario here is the account was listed at John & Jane Doe and stepdad called in and said “hey this is John, Jane’s husband”
But something isn’t really adding up here
