You don't get it. Committees for every damn decision means she doesn't have to take sole responsibility for ANYTHING. I dealt with these people my whole career, they are willing to let anyone and everyone else make decisions just so they don't catch any blowback. End results be damned, they are solely interested in themselves.

Civil Service has done way more for minority officers than it has to hurt them.
