Generally speaking, these 30 mph reports out of BR are most definitely sustained winds.
I bet we’ve had a 50 mph gust.
TWC says 34 mph N wind now. That’s sustained.

That’s the one that got me too. The first time I pronounced it I tried to put a French accent on it and everyone looked at me like I was crazy. Lol.
