Not just unlikely but impossible. Put your hands up and the shots would enter the back of the arm. That is unless it turns into hands up as he's running away, in which case it would actually be the front of the arm.

Even Jessie Jackson said there was gunfire from the protest, the news channels seem to be ignoring it.

The cops are showing a lot of restraint. They could absolutely crush the protestors if they wanted to, but are trying to control the situation with minimal hurting people.
