This is a common misconception I see on this board all the time. For one, you’ll never hear from the DA (unless you know someone), but, most likely an ADA. Both of whom couldn’t care less about the money going to the state. It’s not like they’re pocketing your fine.
They will, however, try and help you out by suggesting using your article 894 privilege afforded to you by the state. I wouldn’t suggest using this because it can be used for a felony or misdemeanor traffic charge (save it for when you need it).
As previously stated in the thread, just because you got a speeding ticket, your insurance company isn’t going to hike up costs unless you try and buy more insurance. Keep it clean for about 3 years and they will never know.

I really don’t care about how much the ticket will cost. Can I tell the DA over the phone I don’t want to plead not guilty and ask for a non moving violation?

Fight the ticket, I'm surprised St Charles parish is still running this scam since Lee Zurik's exposed the racket. Yes, they just want your money and St Charles parish is splitting the proceeds with the State Police.

I agree with you that in other jurisdictions you generally cannot speak with a DA, but in most, if you show up you get to pre-try the case and talk to an ADA who has decision making authority. If you have a generally clean record, in most circumstances, they will let you plead to a non-moving violation.

Just let them know you do not want it to go on your insurance. They will tell you how much you owe. Send the money in and they will not report it.

Why would the Parish DA go out of his way to do something (of he can) about a state issued citation?

The DA doesn't care. It's done by the receptionist or whoever works the phone. It's different than almost every other parish but that's what they do. Pay the ticket, it goes away.

Just call and tell them you want to pay the ticket, but don't want it on your insurance. They'll know what to do. IIRC, you make the money order payable to the sheriff in St Charles Parish.
Eta: Just saw 81 in a 60. They might want you to go to court on that one since it's 20+ over. I can't remember the last one I got

Your insurance information can be found when he runs your license. Had this explained to me when I was pulled over a while back.

And...
Some companies look back 5 yrs not just 3. Within 3 is worse, and more prominent, and a bigger piece of the rate. Those last 2 yrs arent as much, but still factored into their algorithms. Smaller price drop at the 5 yr mark as it starts to dwindle little by little after 3yrs.
Ins companies just run your reports the first time, and as long as they dont catch wind of accidents then you should be good, but not always guaranteed. Unless you just have bad luck, and some kind of internal audit is happening. Chances are small. Until you ask for a big change you shouldnt have an issue, so make sure you dont call on a whim.
Ohhhh and make sure your kid doesnt call them for a scratch on the car like that Allstate commercial where the parents were reading in bed. Assess things first, and dont self report just because you "are wondering". At fault or not it's recorded. Obviously major ones is a different story.
