Am I the only one that got about 4 photos into this post and realized, "Oh shite...this is not the BEFORE photos, this is the finished job!"

I kept waiting for this to be torn up and some awesome patio to have been built.

That patio is not shoddy work, it's unfinished work. You can see the unfinished area out from under his patio cover including one edge without formwork (driveway maybe?). I would assume under the poured part is similar. You can see on the poured concrete, they started to screed. From what I can tell, they were doing a decent job, then just quit.

We're not getting the whole story. Someone didn't get paid (labor) and there was likely dispute ending with crew dragging up after putting down what was paid for (materials).

ETA: Also, it appears this all was recorded on security camera. Should be a fun watch with Spanish to English translation.

I think most states specify the allowable deposit requirement. Typically 50% or 33%. I don't think craftsmen are supposed to deviate from that, though I'm not sure what the enforcement mechanism is.
