I feel like you do not understand retail very well for having been it for that long.
No, something like this would not have pissed me off unless it was a controlled drug.
For this situation I would have gone by the fool me once, Shame on you fool me twice shame on me philosophy.
By that I mean check the account history for shady situations. If nothing is found, fill the script and make a note of what happened on her account.
Go on with my day.

What!? You are very wrong sir. It's $10 at Winn Dixie for generic. Acquisition cost for a bottle of 100 is probably less than $2.
