Gotta teach them how poor people stay poor.
It's a good way to learn that begging for handouts on over priced crap by ambushing unexpecting people that show up at a location for a completely different product, is not a long term business model... unles you're Girl Scouts.

They're not begging. They're selling overpriced popcorn, just like the Girl Scouts sell overpriced cookies.
I haven't seen them yet this year, but I got hit up outside of Winn-Dixie last year. Scouting is a great program for kids, so I don't mind throwing a few bucks their way. I was shocked to find out that the cheapest bag of popcorn was 8 or 10 bucks. I asked if they took donations, and they did. I gave them a five because I couldn't bring myself to paying $8 or $10 for a $2 bag of popcorn.
My sister and brother in law have one son in the Cubs and one started Scouts this year. She has been involved in their Pack/Troop's popcorn fundraiser the past few years. Their Pack/Troop sold $22,000 of popcorn last year. The profits bought the pack and troop new/add'l equipment, paid expenses, and subsidized hikes, weekend trips and summer camps.
If you don't want to buy any popcorn, don't. Boy Scouts are out there hustling, but they're not aggressively panhandling. Tell them "No thank you" and their sales pitch stops.
