I looked up the statue...Julian Carr dedicated back in 1913...this was part of his speech:

For some, the end game may be reparations or removal of most white people from any position of authority. For most of that college crowd it’s probably just a mindless mixture of wanting to be a part of a cause and to be woke.
Some of these imbeciles crave oppression. Rather than enjoy the benefits of equality, they yearn to be oppressed so they’ll have something to protest against. When there’s nothing meaningful to protest, they’ll pretend that a statue is a problem. Or a building name. Or a poop swastika.

Regardless of one's opinion on the statue, it sounds like this was done without any sort of sanction etc.
