Wouldn't one think as much as they charge for blood test, sticking the needle would go under that charge.

In all fairness, and I am the last one to defend health care billing practices, patients have become more sophisticated and demand detailed billing. Someone has to pay the specialist who does the blood draw. So they can list the charge versus building it into the cost of the blood test.
On a side note, I would MUCH prefer a professional sticking me to some Give No Shits floor RN who would just digs around with the catheter looking for a vein.

Part of that $16 probably goes to cover the cost of drawing blood from patients who don’t pay a cent.

No. They stick you once, but might draw several vials for several tests, each of them with their own cost.
Also, of course, you're paying for the phlebotomist. Do you think they work for free? You've ALWAYS paid for the phlebotomist. Are you really just bitching that it's now a line item?

This CPT code has been around forever. Sounds they they were under billing you (incorrectly) before that.

The blood goes to the lab and they then charge you for the tests performed (if done in a doctors office).

You aren't just paying for the phlebotomist...you are also paying for the supplies needed for the actual lab draw.
Alcohol swabs, tourniquets, gauze, butterfly or whatever collection devices they have stocked, coban wrap, etc.

Think about how much more it will cost when they want their wages raised too.
All those little helpers aren't going to want to have the same pay as someone who didn't graduate high school.
