What remains of city government should use a council-manager structure.

Get the kids back in school and enforce truancy laws with a vigor that would give Mao Tse-Tung pause. Do the same with a tough new juvenile curfew.

Ditch all the Covid-19 restrictions permanently. The charter changes necessary to switch to council-manager should also include a permanent renunciation of any power to make such restrictions in the future.
