I'm sure some pilot will come in here and correct me, but my understanding was LGA was not an option due to the height of the buildings over Manhattan and the turn he would have to take to land. Combined with the short runway and heavy on fuel.
TEB was possible but the clearing of the approach was too late in conjunction with the altitude and direction. Sully determined the Hudson was the safest option...and it worked.

It looked like they gained power in one engine towards the end but probably not worth the risk of trying to gain more altitude and risk another engine failure.
