You end your post with a question that isn't related to probability. You could say the probibility question is implied, but it's not open ended

I would imagine the probability is very low of two people picking the same number. I personally would go with 1 or 100,000.

It's not a probability question in that it has a structured solution with an answer. But certainly you would choose a number that you think is most probable for the stranger to guess.

Mathematically it's easy of th number is 1-10. It's 1/10 * 1/9

This is assuming no biases. Your chances would probably be much better than 50% if you guessed between 0-50 and much worse if you guessed in the 200+ region
