Shelter at Home program: a scam?

sure seems like it from the couple of peoples "repairs" that i have seen. so supposedly FEMA is offering up 400 million dollars into the shelter at home program, and there have been almost 19k people apply for the program which promises 15k worth of work to make their home "livable".

that article states that FEMA can not directly pay for permanent repairs to a dwelling, and i understand that, but the 15k worth of work is essentially a waste because i feel like people are going to have to tear it out and do that work all over again. the work at my BILs house was a joke, the 2 ft of sheetrock they put up, and the little temporary bathroom sink all have to be tore out for permanent repairs to go back up.
instead of waisting 400 million on "temporary" repairs, they could have took that money and handed out 20 grand to each applicant which would have gone WAY further imo.
tl;dr shelter at home is obviously a program to pad some pockets and will be a waste of 400million.

I think it could help people that truly have nowhere else to turn and no savings. But I also think it's a scam.

That program is not meant to be the final permanent repair job on your house.
It is to make your house livable so you have a place to stay while the major repair work is being done.
They made it livable. That was the point.

The problem is what they are calling $15,000 worth of work could be done by 2 guys that know nothing about repair work for $500.

The point was not permanent repairs, but repairs to simply make it livable versus, say, a tent or cot in the River Center. Then, when PERMANENT repairs commenced, they could live there.

Would someone that took on 7 feet of water possibly be able to apply and get this? I know originally it was only for people with this than 24 inches, but being this house is only 1150sf, it seems like they could get it livable for $15K.

i think it is a great program, it allows the homeowners to stay at home while the homeowner makes the necessary repairs, it makes the home livable. Can you imagine the waste that would happen if they gave every homeowner 15 or 20K?
It is not FEMA's job to make the homeowner "whole" again, but if they can live at home while they make repairs instead of a hotel, or trailer park....everybody wins

Yea my OP says I understand it's not for perminant repairs. What I said was it's a waste of 15k bc of the work having to be torn out.

I get it.
$15k in repairs that amount to around $1000.....
Program has a greater good, but I can see the issues with greedy contractors.
That said, all the situations wont be that bad.

It is supposed to help get people without many other options back into their neighborhoods so they can live a semi-normal life while they slowly make repairs.

It would help if they actually did the work that they said they would do. It is a total shite show out there right now and the contractors will tell you the same thing. The biggest problem is that the work orders are so vague and the warehouse is in so much disarray that the left hand has no clue what the right hand is doing.

You can tell the difference between people who've participated in the program and people who are just going on the word of the government on what the program is supposed to be.
I never expected this program to fix my home. I expected it to do what it said: make my home "livable" and get me in my house sooner. I already have sheetrock. My receptacles are changed. I have a minifridge. My load center didn't get water. I don't want them to put up sinks anywhere because I'm about to float and tape the sheetrock. Yet these two men, an "inspector" and a contractor, somehow found $8000 worth of "work" to do. And none of it gets me in my house sooner. By their standards, it's technically "livable" now.
In short, yes, it's a scam.

I think you guys are missing the point. Yes, we all know it's not meant for permanent repairs... yes, we all know it's to get the house "livable".
The point is that the contractors doing the work are running up the cost for shitty work just to collect as much of the $15K per house that they can get.
ell_13 stated yesterday that by the time they showed up to his house most of the permanent repairs had been done or were about to be done... so they did some kind of cleaning and billed $8,000 for the job. They were asking him to do all kinds of work and when he told them it wasn't necessary they found something to do just so they could charge $8K to his job.

This right here. My favorite so far was the 4 outlets that they wanted to replace, after I had already replaced every outlet in the house. The dude had 4 toggle switches in his hand and wanted to replace the outlets. WTF?

People still dont get it. The issue isn't about making the homeowners whole again. The issue is that there is no where near fricking 2k worth of work being done much less 8-15k.
If you don't have an issue with the government spending 15k to do 1k in work then you might be a Democrat.
