Lobbyists have zero to do with it being illegal on the federal level.

It's more profitable for the Feds, currently, to allow states to decide and have the IRS collect taxes on marijuana sales.

Continue to milk the states where it is legal for as long as possible. If it were federally legalized overnight, they would lose money.

Why not federally legalize it and charge a federal tax on every sale in the country?

Never thought about that. I don't know the solubility of cannabinoids besides THC, but you could probably make one hell of a painkiller of a Painkiller if you made some CBD Pusser's Rum.

Has to be a super high ABV. Typically only spirits that are high enough in alcohol to catch fire will absorb the thc properly.

Also you don't drink it. You just drop a drop or 2 under your tongue. If you drank a shot of it you'd be a couch potato for a good while

It is, in fact. Unless you are referring to income taxes from those who make a living from sales.

What I don't understand is how it is more profitable for them to do so, since they spend not an insignifcant sum on federal enforcement.

Yes. The IRS collects tax revenues from businesses selling a federally illegal substance.

It's a win-win for the Feds..they still paid and don't have to legalize it. They skirt all the ramifications.
