The state was actually running a huge budget surplus thanks to Covid. Huge federal subsidies and curtailing of public services + tax revenue increases. I just saw the surplus has already disappeared though.

San Francisco's operating budget is approx 13 billion a year, which is ridiculous in its own right.

There's no way they will pull this off without federal money to do it.

What about the Chinese railroad workers or Japanese Americans held in internment camps from the early 1900s? They were fricked by "systematic repression" but you never hear about them.

Go ahead and pay them. I want to see how SF comes up with the funding for this noble endeavor.

Will there be deductions for any of these individuals who wasted previous affirmative action/quotas, got rich due to same system, or caused out of proportion welfare or crime expenses to society?

Would Kamala benefit for having to sux off Willie Brown to get ahead?

The plan also calls on the city to supplement lower-income recipients’ income to reflect the Area Median Income (AMI), about $97,000, annually for at least 250 years.

I’m sure this won’t have any impact on inflation.

Huge federal subsidies

That's not a budget surplus. That's a bailout.

According to Google, as of 2020, there were 40,930 black people living in San Francisco. Even if only half of those meet the criteria to be eligible for this, that would represent the city of San Francisco bring on the hook for $102,375,000,000.

The entire 2022-2023 budget for the city is $14,000,000,000. They would have to increase the budget 631.25% to meet this mark.

And the city already is facing a budget shortfall of $728,000,000 right now.
