The problem with overtopping is the possiblity of scour on the top or other side, which would weaken the levee and increase the risk of breaking

The USACOE doesn't use the word "breaking" they use the word "overtopping" or "breaching". Breaching possible in lower 9th Ward, St. Bernard, Algiers, & Plaquemines. Overtopping on River Road uptown by the USACOE's headquarters.
Just to make everyone feel better Congress JUST approved funding for 24 foot Miss River levees for Orleans & Jefferson Parish!

If they open Morganza and BC (all the way) now they could lower the base flow.

Plaquemines announced a MANDATORY evacuation per WWL south for the entire East Bank of Plaquemines Parish (i.e. Braithwaite) and will announce tomorrow that a MANDATORY evacuation will take place for the West Bank of Plaquemines Parish for all areas south of the flood wall in Belle Chase. West bank of Plaquemines south of the flood wall is currently under a voluntary evacuation right now.

Industrial Canal or Intracoastal. Surge would've come into those canals via Lake Borgne and MRGO.
Hurricane storm surge doesn't make it all the way up the Mississippi to New Orleans. The current situation is an anomaly because of the river being so much higher than it would normally be.

If the levee does get topped or breaches the ambulance chasers will have a field day. The next their will be a class action suit filed against the Army Corp of Engineers for not opening the Morganza Spillway.

Bonnet Carre is only 48% open. They can open the whole thing in 36 hours so they could open the rest of it up in 18 hours. They should do that tomorrow.. but they won't. That would give you a lot more wiggle room.

How high is the interior levee between Orleans and Jefferson? 19 ft at USACOE site would presumably flow towards the parish line.

I recently read that in this scenario the USACOE would be concerned with the structural integrity of the Bonnet Carre if they opened it up all the way during an event like this due to the pressure from water flowing through it.
