Public schools are too quick to toss students with behavior problems, and most students fail to get the help they need when they are assigned to alternative schools, according to a report prepared for state education officials.
In addition, black students make up 44 percent of the public school population but 85 percent of those sent to alternative schools, according to the study.
Educators referring students to alternative schools need "cultural awareness training to assist in remedying disproportionate referrals for certain student populations," it says.

Report: The last of the white Louisiana public school kids have gone private

One could argue they aren't quick enough. Or that the percentage is too small.
If the trouble makers with no desire to be there can be culled from the herd, it increases the chances of success for the swing kids.

The schools and state arent the problem
The parent is.
I say parent not parents because Im guessing most of these kids have a single parent

Because everyone is entitled to a free public education, except the ones that are respectful and are trying.

These are the ones who suffer because teachers and admin. spend far too much time dealing with kids who shouldn't be in school.

Sounds eerily similar to crime statistics.

It's sad to say, but the reality is a lot of parents of kids in public schools don't give a shite about their children's education. The only time they care is when the kid is suspended or about to be kicked out of school. Even then, the reason they care is because they are about to lose their "free babysitter" (i.e. school). I've seen it happen multiple times.
There ARE good kids in public schools. But sadly, those students get treated as outcasts by their peers (and their peer's families) instead of good examples. The good kids need to be separated from the others so they can have a fighting chance to succeed.
Put the trouble makers in alternative schools and give the option to get out if they want to try to be good students. Bleeding hearts think the good students will "rub off" on the bad students and bring everyone up. The reality is just the opposite. Bad students bring everyone down.

Is bad behavior a “cultural issue”? I’ll answer that stupid question. No bad behavior is only related to poor parenting

Yep

Is this a new "La. schools are racist" report, or the same one as before?

Good job, you just found the next talking point.
Its not our fault we commit crime, its the racist teachers who need cultural awareness classes, and those racist cops.

He's not just black, he's especially black.

Maybe it's time we have split schools based on culture. That way these kids will have "culturally sensitive" teachers
