I don't get it either.
The only thing I can come up with is most people have moved to using Outlook/Google Calendar invites to set up calls, and it is easier to just leave the meeting link in the invite vs. putting your phone number and having them call you on the phone.
I think some people just assume that any call accessed via the computer requires camera. Meanwhile, I prefer to just treat Teams calls like a regular phone call. It's just a medium for me to speak to you. We don't need cameras.

Some are unnecessary if you can do it in an email or a text.
But lots of folks I deal with like to just chat and catch up. Phone is much better for that.
I always use Teams or Zoom if we need to look at something together or if it’s more than two people.

Had a client ask the other day if I could jump on a teams call. Has happened before no big deal, we needed to hash out some details and it was quicker than email. He turned his camera on (we all have headshot photos on teams- my company and his) so that is not the norm. I did not trun my camera on while my hair was wrapped in a towel and I was sitting on the sofa. The info we exchanged was important, how we looked at that moment was not. I also have a chronic illness so I am not always looking professional which is why I work from home and wash my hair when I have the energy. My clients do not need to know this if the work put out is acceptable.

Phone calls existed before teams calls. And everyone was fine.

Wow. Are you old enough to have made it through the teleconference days? If so, there were many times that an entire team muted their phone and laughed their asses off at you for being such a pussy.

Zoom calls are typically used for updates and is a replacement for a conference call. If you have multiple people at different locations it’s best to not use the camera. Keeping the bandwidth down is being courteous to all parties. Zoom/teams is like the invention of the microwave you can cook a turkey in it but probably shouldn’t. Save the camera for one person who is presenting info. If the meeting is important then do it in person.

Never understand why people demand to have cameras on. Never was a thing before covid, why do you want to see me now? I don't need my camera on to tell you I am not paying attention.
