Have zero issues with any of the other neighbors. They are all extremely nice and most have families. The ONE person next to me is the only issue.

I heard a story once of a neighbor that was unreasonable like this so the guy made ice cubes with sugar water and would toss them near the guys sliding back door often enough to keep ants coming in the door but far enough apart that the evidence would melt and dry up. Drove the dude insane.

In all honesty, this OP could be about my dad. He bought some outdoor speakers and blared them full blast 100% of the time. He lives in a duplex (of sorts), and I always told him he needs to turn that shite down. And he was like "Nobody can hear that.."
Then one day he bitches to me that somebody came back there and cut his speaker wires and he was all mad about it. And I was like of course they did, because your music was on 24/7 at 100% volume. I'd have cut them too.

It’s because you called the cops at the wrong time. The guy probably isn’t breaking any noise ordinances until 11pm. If you call at 9 or 10 they can’t do anything.
Call them after 11pm and have them perform a sound test using a decibel meter. Call them the next night and the night after.

There are sound proof rooms with some type of foam covering all the walls. You could soundproof all of the walls in your house.
