Commonly misunderstood tool. The garden hose used to beat someone is half filled with lead shot. As you swing it, the lead shot migrates via centrifugal force to the striking end and delivers quite the blow.
Source? A buddy retired from NOPD gifted me one he carried in his back pocket back in the day. Empty hose would be weak sauce.
