Probably package beer and wine only.

That's not how it is now though. I purchased 2 half gallon margs this past weekend. And I had the option of purchasing a single if I wanted.

How many restaurants will have outside seating? And the seating will most probably be in the hot sun

Why would anybody want to sit outside in the summer in LA, and not be waited on, or have cocktail service. If they're just allowed to hand you a bag of styrofoam containers with food in them, and tell you, "oh, by the way, you can go sit at one of those tables we set up over there in the parking lot, if you want".

I'd rather take it home at that point.

I've worked M-F everyday of this quarantine order. I've been out of the house plenty. I've had lunch delivered from all my usual haunts on the reg.

Being allowed to eat outside changes little in my book.

I would direct your friend and any other restaurant owner to Louisiana Restaurant Association. They have had tremendous resources regarding SBA, PPP, opening information and much more.
