It seems odd given that every other time I've done imaging, they give me a CD for free, but they can charge whatever they want, whenever they want if they choose.

My doctors office tried to charge me another copay to get my results from test during my physical. I called the insurance company and 30 minutes later my doctors office said I didn't have to pay

All of these are covered when you pay for the test itself.
Having the results put on a disk or made available via portal or other web cost virtually nothing.

At least in the Katy location of his cardiologist, it's all done on site.
I know the primary care doc I use was able to see info that Modern Heart and Vascular posted.
I've never seen so many old latinos watching youtube on their phones at full volume in one place as I have at this cardiologist.

I always ask for a copy of test results right there when they discuss it with me. If I get an MRI or CT scan done I ask for a copy of the imaging and results upfront, they will give you a copy on a disc. The interpretation may be held up by the providers rule of not releasing results until they see you but I get a copy of radiology report at that visit.

You could probably ask your primary care doctor to request it. That’s what I did to get my MRI when the ortho office gave me the run around. She got it and uploaded it to MyChart.

The government and private insurers keep cutting reimbursements and clinics have to recoup costs/time the best they can. Not that I don’t sympathize here, but do you ask your lawyer to do paperwork for free? Do you expect your plumber or mechanic to work for free too?
