Too low a bar. I wouldn't center the criteria on just IQ. There are thousands upon thousands of people with high IQs that know nothing about politics or economics. It's not a bad thing; they simply prioritize their time differently. But they still shouldn't be allowed to make important political decisions.
As for unpopular opinions - the Fair Tax, while better than our current progressive tax scheme, is inferior to a Flat Tax system.

I'm not sure they do influence politics as much as we like to bitch about; voter turnout is ridiculously low in major elections.
