If it passes, I will never again stop in Opelousas for gas or food.

That’s exactly it. It’s constitutionally prohibited to exempt/target specific localities. But it’s ok to make a “general” law that applies to all localities that meet certain conditions…. which for some reason in this case only applies to Opelousas.

Yes there is. Cities are rarely referred to by their names in legislation. Usually descriptions such as this or where highway xx meets highway xx
