That's not how that works at all. They were there for abuse of 911, they could have arrested her on the spot. They were nice enough to leave without charging her for that, and then she threw rocks.

30k is nothing compared to the money she can turn this Internet fame into on OnlyFans. Every dumb sloot in America with nice boobs can take a moment like this and capitalize $$. It's stupid, but she'd be stupid not to profit at this point.

People call 911 for bullshite all the time. During the Covid lockdowns people called 911 because they had no toilet paper.
