If they are bringing them in for questioning, they usually search them first right? And when he drew his gun, white shirt just so happened to have eyes on him, but he reached for his gun because there was a split second where no eyes were on him.
I've seen people be brought in the security rooms in walmart, on youtube videos and I always thought it was weird how they have the computer stations with the bench behind them. Some have an area on the same side as the computer stations, but there will people people who are going to try to get away. Search and have them where they can be seen at all times.

Imagine getting arrested for shop lifting, a trivial charge you are sure to end up getting a slap on the wrist for, and deciding that murdering an entire room full of people is your best bet out of the situation.

That kid has to be a special type of insane, or maybe he just wanted to go to prison. Depending on how much he stole, he likely would have ended up with a tap on the wrist and a ban from Walmart.

They may need to change protocol going forward. But for simple shoplifting cases, the people aren't even automatically under arrest. It will depend on what they stole, the amount, finding out if the person is a repeat offender, etc. The majority of the perps aren't presumed to be armed and dangerous.
