there's a High pressure system pushing down from the NW , and another coming in from the SE .... this will cause Harvey to stall for 2-3 days dropping insane amounts of rain

It looks like the NW quadrant is the strongest based on the radar images. Does this mean Harvey is starting to make the loop back to the coast and not inland?
