Clean crack pipes certainly seems different than "clean needles". I really think he should articulate his stance.

Let me explain the bare minimum of economics to you

Stop taking money from poor people to feed addicts and you will have more money to spend on social programs that actually work for people who actually need help, and didn't make shitty decisions that led to their plight..
