The police would know that by now if that’s the case. Someone was sitting there on that road waiting for her, but I doubt it was the sister in law.

She made a crucial mistake leaving her phone at the scene. It became evidence of a crime. Same with her watch. If it had been in her possession they would have needed a warrant to search it.

We partner with our neighbor and have an animated creepy clown circus display between our homes for Halloween with about 12 different clowns riding animated carnival rides. This would work well with our theme but, sadly, no one around here would get it.
