Of the 13% who are immigrants, half of those are immigrants from Western European ethnicity (also white).
So you have around 7% of the population of Norway who is not lily-white.

my google search says 83% norwegian, 8.3% European(white) and 8.5% other.
Muslims make up 3.2%, 2.5% other and the rest are lutheran or catholic.
Its about as homogeneous as you can get. And you literally are saying less than 9% of the country would be considered non white.
I dont think we have a single state with those type of numbers.
