I'm thinking the intent here was to paint New Orleans as something special and everywhere else as a boring, bland metropolis.

It’s an old famous Tennesse Williams quote:

America only has three cities: SanFran, NYC, and New Orleans. Everywhere else is Cleveland.

I’m surprised you didn’t know that.

Was Tennessee Williams familiar with New Orleans East?

You know, I've never read Williams and never seen a streetcar named desire. Although I'm sure it has something to do with someone screaming STELLA!

And back then, the esteemed Mr. Williams was probably right.

But that New Orleans that he knew is long gone, and the Cleveland's of the world have developed in their own right. It just doesn't hold water anymore

That’s surprising and sad coming from you. Is it because he didn’t rhyme his words?

No...not at all. I've always heard his name and just looked up his wiki. I'm familiar with some aspects of his work...I just never picked him up and read him, nor seen his plays. I'll make a note to at least watch ASND soon ish. The Glass Menagerie too.

There's a wealth of things I haven't read, for no more reason than I just never got around to it

Looks like they hired the village people and George Lucas to write the ad.

"Let's use an obscure quote from an obscure 19th century writer who was writing when New Orleans was a major global trading center and prominent American city."

It didn’t exist when he said it.

Tennessee Williams was neither obscure nor 19th century.

Truly amazing they thought this would work. Any self respecting man sees this and reconsiders a career as a peace officer

I mean, working Mardi Gras, not in the Quarter, is probably the highest of highs for NOPD.

They don't want to misled anyone by thinking they'd get a partner. It's you vs the murder capital of the world.

Good luck.
