So port of call can have 25, and commanders which is probably 10 times bigger can only have 25? Who’s making these rules??

He's conflating the indoor gathering 25 person limit with the restaurant 50% capacity restrictions and assuming that restaurants would qualify as an 'indoor gathering'--which I do not believe they do.
Which is stupid. The distinctions drawn between restrictions for various activities seem arbitrary and make no sense. Apparently there can be 100 people in a restaurant for normal business if that is 50% capacity, but you cannot put more than 26 people into an event hall/venue for a conference or wedding reception.
Similarly, dozens or hundreds of people can attend "general religious services", but 26 people cannot attend a wedding or funeral at the same facility.
Also don't forget that COVID does not spread at big box or grocery stores. It only spreads at private functions and college bars.

Under the enhanced restrictions, bars and restaurants will be allowed to remain open but will required to serve customers at tables or through take-out rather than allowing them to sit at a bar. The restrictions also limit indoor gatherings to 25 people, a quarter of the number that were allowed previously.
