1. How can a prison lose an inmate? Do they not keep a roster of who lives where?

The sheriff in her press conference said she believes this was intentional with her election coming up.

Wasn’t he still in jail as I read it? He’d called them and said he was still there but had been moved. Maybe I misunderstood.
