By definition, socialism has to be enforced by government.

Any form of government can institute any type of economic system.

Correct, as does ever economic system

I disagree. Capitalism is the natural state. It can exist without social enforcement or regulation.

Negative. In order for private capital to own the means of production, there must be some minimal level of protection of private assets - i.e. the policing power.

Now, we can go down the rabbit hole and talk about Anarcho-libertarian theory of private policing but that's so far outside of reality, it's worthless.

I'm sure we'll get communism right when we dive in headfirst in about 10 to 15 years.

I mean, "real" communism hasn't been tried yet, right?

That's horseshite. Private security could perform that in the absence of government.

went there 22 years ago on a business trip - Caracas and Maracaibo.

It was pretty much a shithole then with pockets of really nice spots. My hotel looking out over Caracas was nice, with a great pool and a good bar stocked with fine Cuban cigars. Maracaibo was the hottest place this side of hell, but we did have a nice dinner at the Yacht Club with our customer. The people I met were wonderful - I feel for them and wonder if they have survived this period of their history.

Theoretically, sure.

I would argue that it is about as likely to work as Communism.
