I wish there was more info on the selection process. Aside from a few outliers, I feel safe assuming most of the people are already receiving some sort of government assistance considering it’s aimed at the unemployed

Explain exactly how giving someone money they did not earn will do that? Whomever gets this money is going to take it and blow on shite they can't afford or don't need. For the most part with a few exceptions poor people are poor ,because they make terrible choices with money.

Even if all the money comes from charitable foundations, those individuals or entities who contribute will get tax breaks. Those tax breaks (for the wealthy) do amount to a raid on the treasury.
