The New Orleans City Council will then pass an ordinance that gives Krewes like Oshun, Zulu, etc. that meet certain "diversity" thresholds a $2,000 per float grant.

I don’t think that’s strictly true, the economic impact of Mardi Gras pays for its self, it doesn’t pay for as many other things as it used to.

Probably like they did (or probably still do) in the city of Jackson, MS with water bills past due. And then blame the state for its water system failure.

The neighborhoods along the old Algiers/West Bank route are not what they were before Katrina. You want no part of that route now.
