Does this mean Krewes like Oshun which have sparsely loaded floats of 10 people pay the same as a 100 person superfloat in Bacchus?

Tax revenues generated: ~$18 million ro city Only a portion of local taxes flows directly to City Hall (the rest goes to the school board, RTA, and other entities). So the city is playing number games to claim a defiicit as money spent is money spent.

The city should be paying the krewes, not charging them.
Cities fight to attract major events, often paying millions to bowl games and festivals to lure them.

It does make you wonder where all the tax dollars go when a tourism city has to heavily tax the one thing that actually brings people in. Southern cities are already operating at a disadvantage, having 30-50% of their populations being impoverished "minorities" that not only do not want to assimilate, but want to destroy the civilization from within. The rest of the funds go to waste, fraud, and abuse. It's a miracle that some of these cities can operate.

Sure. Don't have a problem with them offsetting costs if there is enough competing demand for spots.
The city is struggling and cutting costs, services, workers. This is a huge problem that needs to be addressed on multiple fronts.

The $18 million included what goes to those other agencies
Explain to me how the school board gets to benefit with none of the costs?
