New neighbor's Pit Bull

A new family just moved into my neighborhood. They have a fenced backyard which they leave their dog in what seems to be most of the day and night because I can always hear the dog barking.

The dog is still young, about 1 year old, and has already busted through the fence to roam the neighborhood. The family fixed the hole by just blocking it with cinder blocks from the inside. The dog is nice now, but still young. The fact that it is already escaping and roaming the neighborhood gives me concern.

Is my concern legit?

But, they certainly need to do a much better job of containment

Have you performed a psychological evaluation of the owners? We are told repeatedly that it is not the dogs, it is the owners and the way they interact with the dog.

Maybe you can set up some counseling sessions.
