Call animal control and have them document every time the dog gets out and roams free...after a certain amount of times they will eventually take the dog away and incinerate it

I have a neighbor across the street with a new 1 y/o pit. Nice dog. Runs across the street for me to pet her all the time. One day we offered to keep her and their 4 & 2 y/0 boys. The dog bit off two separate fence boards in my back yard and escaped into two adjoining yards.
Crazy strong jaws. The dog is not allowed here anymore.

Talk to your neighbor!
Then send a certified letter stating the fact that their dog has not been contained. And let them know it is their obligation to take measures to keep it in the yard.
That puts them on notice from a legal standpoint.

Dig a hole let the dog into your yard. Feed the dog some bacon and other delicious foods. Train it. Make it your dog and angry at its original owners for neglect. Everyone will be much happier.
