New FBI memo shows Jack Ruby exited a police car in the basement before killing Oswald

Ruby owned a strip club in Dallas and was well known to the police.
I wouldn't doubt the fact that they allowed him to kill Oswald or put him up to it.

They probably blackmailed him to do it. I’m sure the Feds promised him that he would only serve a short time in prison and then all would be forgotten.

He was buddies with several Dallas cops bec they hung out at his club and he got hookers for them. He was probably there collecting.

Your title is misleading.
It says that he recalls a rumor of Ruby getting out of a Police Car and he didn't know the source of the rumor. That's a pretty big difference from "shows...exited a Police Car"

There were all kinds of rumors flooding the investigation even through the Warren Commission's investigation.

Look Up Dr. Louis Jolyon West , the psychiatrist that visited Ruby to declare him psychotic and delusional. He was one of the group of CIA scientist involved in the MKUltra Program.
Ruby shot and killed Oswald on November 24, 1963. In April of 1964, West visited Ruby in his isolation cell in a Dallas jail. According to West's written assessment, Ruby was “technically insane” and in need of immediate psychiatric hospitalization. “Those are conclusions that no one who had spoken to Jack Ruby previously had reached. Ruby had seemed perfectly sane to the people who knew him. Louis Jolyon West pronounced him crazy,”
The text of Dr. West’s letter on Ruby’s sanity recommended confinement to a mental institution. Hypnosis and intravenous sodium pentothal, a barbiturate, were included among possible techniques to provide further information concerning Ruby’s state of mind.

Idk. If the Dallas PD and/or FBI put this guy up to it, I'm sure someone would have known that planning to have the guy get out of a marked police car would be a bad idea.

always read that he was a low level punk who wanted everyone to think he was a mafia connected heavy, and even though he had ancillary, almost incidental relationships with a few mafia connected baws, they really wouldn't give him the time of day and there was no way they considered him as a potential member

Never said he was a member. But he owned a night club that would cycle out their talent with a club in New Orleans. He knew all the cops because some frequented his night club. That's why he was able to get in, and him yearning for the respect from the connected guys made him a prime candidate to take care of that loose end.

That is not what the memo shows. The police officer in question heard later from "unrecalled sources" that there was a rumor going around that Jack Ruby had been seen exiting a police vehicle prior to shooting Oswald. It's right there at the bottom of the memo.

It is a proven fact Ruby was down the street at a Western Union wiring money immediately prior to the shooting. There were multiple witnesses, as well as his time-stamped receipt. He walked out of the Western Union towards the Police headquarters just down the street.
As others have stated, he was buddies with a lot of cops, which allowed him to walk down into the parking garage after he left the Western Union.
I don’t know how or why a rumor of him exiting a police car adds anything to conspiracy theories.
