1) were the neighbors not also outside? Did their dog escape? If their dog escaped their yard and immediately felt it necessary to defend "its territory" from other dogs, then that is a BIG problem imo. I am not saying the dog needs to be put down or anything but I think it does need to be brought to their attention that their beloved pet might hurt someone if they don't take more care in keeping it contained.
2) you don't have to be a dickhead. Just go over and say hey your dog got out and went after my parents dog who was minding its own business. Just wanted to bring up to make sure that nothing more serious happens in the future.
Now if they come back being dickheads to you just letting them know about the incident then you can frick his wife.

You let them know what happened, and as you posted in one of your responses, you let them know you have no idea about the circumstances (what yard, did the yorkie instigate...) If they are responsible owners, they'd at least want to know if their dog bit another dog, even if it was defending itself/property.

Is the yorkie aggressive? I have two large dogs, both very docile. We take them on walks (they are always on a leash) and we always have issues with smaller dogs running up to them and acting like aggressive assholes
