Idk about race horses but my father in law had cutting horses and when they had foals, he would use a name from the mom and a name from the dad to name the baby.
Or at least one name from the mom or dad.

Historically, Jugheads are named by the breeder so lots of variants of that farms top horses or the farm itself. Thoroughbreds are named by the owner / buyer who register the name (and why most all inappropriate names never make it). Hobby farm horses usually get named by the kids or grandkids.
