The states are guaranteed this when requested by their legislative branches or by their governors when legislators not in session to help with domestic violence, but congress can make law to call forth and use the national guard. The President through Title 10 can federalize national guard and take command without state request for following:

To protect civil rights. It doesn't require the request — or even the permission — of the state. President Dwight D. Eisenhower used the power to send elements of the 101st Airborne Division to Little Rock, Arkansas, and to federalize the entire state National Guard to enforce court-ordered school desegregation. Presidents John F. Kennedy and Lyndon B. Johnson invoked the same authority to enforce other desegregation orders in Mississippi and Alabama.
